VirtueMart provides a lot features depending on the country of the shopper. These country depended features like vat taxes, correct display of shipment costs on the product detail page, or payment, need this information from the shopper. The Localiser plugin works with a geolocator to determine the country by the IP of the customer. It prefills the country to the address of your guest users. So it directly handles the shopper without being logged in correctly according to their country. Additionally it is very handy if you want to use the MOSS (mini one stop shop) of the EU.
